ARTICLE I
MEMBERS AND OFFICERS
SECTION I
Membership requirements of the SIVOA shall be:
1. To be a registered volleyball official with the IHSA
2. Paid membership dues to SIVOA, annually: and attendance at a minimum of 1
of 4 yearly meetings.
SECTION II
The officers of the SIVOA shall be: President, Vice President, Secretary/ Treasurer.
These officers will make up the Executive Board.
SECTION III
The officers shall be nominated and elected at the November meeting and will
assume duties in January of the following year. THE PRESIDENT SHALL
SERVE A 2 YEAR TERM. THE VICE PRESIDENT WILL ASSUME THE DUTIES OF THE PRESIDENT
FOR THE NEXT 2 YEAR TERM. WHEN A PRESIDENT RETIRES, A NEW VICE PRESIDENT WILL
BE ELECTED. THE SECRETARY/TREASURER SHALL REMAIN IN OFFICE UNTIL HE/SHE REQUESTS
TO RETIRE.
SECTION IV
No member of the SIVOA shall be eligible for nomination and election as an officer
unless they have attended at least one-third (1/4) of all regular meetings of
the association in the twelve (12) month period prior to the date of nomination
or unless s/he has presented a reasonable excuse for his/her absence from such
meetings. Reasonable excuses shall include:
1. death in the family
2. sickness
3. vacation or approved leave of absence
4. officials who are scheduled to officiate a match at the time of the meeting
5. work
SECTION V
THE LOCATION OF MEETINGS WILL BE ANNOUNCED THROUGH MAILINGS AND THE WEB SITE
PRIOR TO THE MEETING DATE.
ARTICLE II
DUTIES OF THE SIVOA OFFICERS
SECTION I
PRESIDENT
The President shall be held responsible for the strict enforcement of the SIVOA
By-Laws.
The President shall recruit all committee members.
The President shall preside over all meetings.
The President shall promote sportsmanship by collecting school evaluations from
officials and determining which schools shall receive awards.
VICE-PRESIDENT
The Vice-President shall assist the President in the discharge of his/her duties.
In the absence of the President s/he shall perform the President's duties.
The Vice-President shall be in charge of the Officials Clinic, which is held
yearly in August.
SECRETARY/TREASURER
The Secretary shall record all business at each of the regular meetings and
executive meetings.
The Secretary shall keep attendance records of all its members at the regular
meetings.
The Secretary shall maintain and record all correspondence to the SIVOA.
The Secretary shall keep a Master Schedule in order to assist area Athletic
Directors.
The treasurer shall record transactions that involve the SIVOA and maintain
its financial records.
EXECUTIVE BOARD
The Executive Board will meet as needed and all such meetings will be reported
at the next regular meeting.
The Executive Board shall be responsible for handling all disciplinary matters
of members, i.e. complaints from coaches/administrators and by-laws violations.
ARTICLE III
DATES AND TIMES
SECTION I
The Executive Board shall govern the dates for the regular meetings.
Regular meetings shall adjourn 2 hours after the starting time unless extended
by two-thirds (2/3) majority of members present.
Regular meetings will be scheduled as follows:
August--second Sunday of the month
September--fourth Sunday of the month
OCTOBER—2ND OR 3RD SUNDAY OF THE MONTH
November--third Sunday of the month
The President may call regular meetings as needed upon notification to the membership.
ARTICLE IV
AMENDMENTS AND CHANGES TO BY-LAWS
SECTION I
All amendments to the SIVOA By-Laws proposed by any member shall be read at
any regular meeting and be voted upon at the next regular meeting. If two-thirds
(2/3) of the members at such meeting vote in favor of the amendments proposed,
such amendments shall be in force and effective upon the date approved by the
President.
These By-Laws and working rules shall be in force and effective upon the date
approved by the SIVOA and shall supersede all previous laws enacted or adopted.
ARTICLE V
FINANCES
SECTION I THE ASSOCIATION FISCAL YEAR RUNS FROM JULY 1 TO JUNE 30.
The revenues of this Association shall be derived from yearly dues, assessment
of members, and all social functions sponsored by the Association to which an
admission fee is charged and collections for whatever purpose taken in the name
of the Association.
Membership dues shall be fifteen ($15) dollars per year for each member.
The membership dues will be collected by the Treasurer on or before the first
meeting in August. A $5.00 late fee will be charged after JULY 15TH.
CHANGES IN DUES WILL BE AT THE DISCRETION OF THE EXECUTIVE BOARD.
SECTION II
All reimbursements of expenditures in the name of SIVOA will be paid by the
Treasurer upon receipt of the sales receipt or proper documentation.
ARTICLE VI
RESPONSIBILITIES OF MEMBERS
SECTION I
Mandatory all white or all black CLEAN shoes and laces. PLAIN white or black
socks. Uniform clean and pressed. Preferable own a black or white jacket to
wear to and from games. No corduroys or jeans. (IN THIS SECTION WE WOULD
OMIT THE ITALICS PHRASES)
SECTION II (THIS WHOLE SECTION IS UP FOR DISCUSSION)
Officials registered with the IHSA for the first time must go to at least five
matches with an official having at least three years experience and work a fresh-soph
match three of those five times. (Organized volleyball practices can count toward
this requirement, if attended with an experienced official.) The new official
should obtain the signature of the experienced official and present such proof
to the secretary.
An established official, wanting to join this association, must work one match
with a current member with at least three years experience.
Any official having direct association with a school or coach will not be considered
for officiating jobs at that school, except in the case of an emergency.
If you cannot attend a meeting, it is YOUR responsibility to inform a member
of the executive board BEFORE the meeting why you will not be attending and
AFTER the meeting it is YOUR responsibility to find out what was discussed and
the time and place of the next meeting.
It is imperative that you strive to improve your status as a volleyball official
by attending meetings and clinics, going for promotions and signing up for the
State Tournament series.
SECTION III
The SIVOA will provide a list of the top 15 officials in our association that
want to be considered for post season assignments.
Membership forms will be mailed out during the summer. The member will be asked
whether they want to be considered for post-season assignments. The Secretary
will then collect all membership forms and compile a list of officials that
want to be considered for the post-season listing. This list will then be sent
to all members (in good standing, based on the previous year's attendance).
The members will then vote for officials on the list giving 15 points to the
official they feel most deserving, 14 to the next, etc. The ballots will then
be sent back to the secretary to be compiled. Ballots will be added up, and
the official receiving the most points will be listed first on the list, and
continuing on down through the next 14 officials. This list will then be sent
to the IHSA office. The list of officials and the point totals will be made
public to the membership.
